THE MODERNIZATION DIRECTIVE
A novella by P. A. Rallax
The war rebuilt the city. The lie built the future.

The Modernization Directive is a near-future speculative thriller about truth, memory, power, and the machinery that turns catastrophe into opportunity.
A year after the War of Renewal, New Bastion appears to be a miracle of reconstruction—a cleaner, smarter, more efficient city risen from destruction. Ronan Virelli, a recovery auditor whose wife died in the collapse of Block 17B, has spent that year examining the numbers behind the miracle.
Then he discovers something that should be impossible.
The insurance payout for Block 17B was approved two days before the building fell.
What begins as a discrepancy in an accounting record leads Ronan to Mara Estavez, a journalist who is officially dead but very much alive. Together they uncover evidence of staged emergency footage, manipulated public memory, predictive systems that measure the usefulness of catastrophe, and a reconstruction program whose plans existed before the destruction they were supposedly created to repair.
But exposing the truth proves to be only half the problem.
In a world where authentic records can be called synthetic, fabricated evidence can be mixed with genuine evidence, and a whistleblower can be transformed into a joke before anyone understands what he discovered, the question is no longer simply whether the truth can be found.
It is whether the truth can remain recognizable once everyone begins fighting over what is real.
